SARS not budging on 24-hour declaration rule

The South African Revenue Service (SARS) has no plans to extend the 24-hour submission window for the mandatory electronic traveller declaration form.

This was confirmed at the South African Traveller Management System (SATMS) webinar on October 14 when Mandla Gugushe, Portfolio Manager of SARS Enterprise Programme Management, acknowledged receipt of extensive feedback from various stakeholders asking for an extension to the submission window. SARS has not decided to do so, he said.

The 24-hour window ensures information provided reflects the traveller’s final travel arrangements, goods and currency being carried while also giving SARS sufficient time to assess risk and complete traveller processing before arrival or departure, added Gugushe.

All travellers, without exception, must submit the traveller declaration form, including flight staff, diplomats and drivers crossing borders every day. Bulk registration is not available.

Travellers can submit the form online on the SARS website or via the SATMS app or the SARS MobiApp. The MobiApp stores travellers’ information after registration for repeat use. Even if they have nothing to declare, they must still complete the form. Once submitted, confirmation is sent by email or SMS although this is only available for South African numbers. Travellers should keep it accessible when arriving at the relevant port of entry or exit as it may be requested during customs processing.
