Moz plans US$710m aviation investment

Mozambique plans to invest more than US$710 million in civil aviation by 2045 with focus on airport upgrades, air navigation and safety systems to support tourism, trade and regional connectivity.

According to Club of Mozambique, the Civil Aviation Master Plan (PDAC) 2026-2045, approved this month, aims to modernise the sector, strengthen national integration and improve compliance with international safety and security standards.

Funding is expected to come from the state budget, public-private partnerships and support from organisations including the World Bank, African Development Bank, European Union and Japan International Cooperation Agency as well as green and climate finance mechanisms.

Of the planned US$710 million investment, US$440 million will be allocated to airport infrastructure. Priority projects include the refurbishment of Beira International Airport, upgrades to capacity and operational flows at Maputo International Airport and improvements to the underutilised Nacala International Airport.

Another US$210 million has been earmarked for modernising airspace management between 2026 and 2040. 

The plan forecasts continued growth in passenger traffic. From two million domestic and international passengers in 2024, Maputo International Airport is expected to process almost 2.8 million passengers annually by 2050. Beira is forecast to process 568 000 passengers a year and Nacala about 200 000.
