The Rwanda Development Board (RDB) has issued a call for expressions of interest in the development, financing, operation and management of the Kigali Cultural Village.
The RDB is inviting local, regional and international investors, developers, operators and consortia to submit proposals for the 25 hectare site on Rebero Hill in Kigali’s Kicukiro District.
According to the RDB, the Kigali Cultural Village intends to diversify Rwanda’s tourism offering, promote cultural and creative industries and strengthen Kigali’s position as a regional hub for tourism, culture, leisure and events.
The RDB said the site benefits from significant public investment in core infrastructure but has experienced limited private-sector uptake under previous development models.
Existing infrastructure includes internal access roads, pedestrian pathways, fencing, landscaping and lighting, parking facilities for approximately 300 vehicles, an open-air auditorium with capacity for around 15 000 people and water, electricity, fire detection and firefighting systems.
The RDB is inviting proposals for one or a combination of development options:
- An integrated theme and adventure park incorporating leisure attractions, family recreation facilities, wellness areas, educational and cultural spaces, event venues and dining and retail offerings
- A high-end eco-lodge development featuring eco-luxury accommodation, wellness experiences, conference and retreat facilities and climate-resilient design integrated with the surrounding landscape
- Creative and cultural economy developments including studios, exhibition spaces, training and incubation initiatives and digital platforms linked to events and festivals
The RDB will consider various partnership models including long-term lease or concession arrangements, phased master development by a single developer or coordinated development involving multiple investors.
